InsLine procedure

  DECLARATION:  InsLine;

      PURPOSE:  Inserts an empty line at the cursor position

         UNIT:  CRT

      REMARKS:  The new line will be written with the current background
                color and is relative to the current window.  All lines below
                the inserted line are scrolled downward.  The bottom line
                scrolls off the screen (using the BIOS scroll routine).
